An informant informed officers that Mullins was a meth dealer. The Rochester man is alleged to have sold the informant a combined total of 1,121.6 grams of meth during the five controlled buys, according to the complaint.
Court records indicate Mullins was convicted of fifth-degree drug possession twice in Olmsted County. One case was settled in 2012 and the other in 2015.
Olmsted County Adult Detention Center records indicate Mullins was booked into the Olmsted County Jail shortly before noon on Wednesday.
He made his first court appearance Friday morning and his conditional bail was set at $35,000. Mullins is due back in court in March.
