The criminal complaint says the pursuit began shortly after 1 a.m. on Tuesday. A Rochester Police Officer on patrol spotted a man driving a vehicle that was making multiple quick turns and ran a stop sign along North Broadway Ave.

The vehicle then made a loop in the area of 2nd Ave. and 8th St. Northwest and at one point cut through an alley as it was being pursued by the squad car that had its lights activated, the complaint says. The officer got close enough to get the vehicle’s license plate number then terminated the pursuit.

Haugen was arraigned Tuesday on one count of fleeing police in a motor vehicle. He was released without bail.

Court records indicate the pursuit occurred while Haugen was serving a supervised probation sentence for a felony violation of order for protection conviction in Freeborn County. The Rochester man is due back in court next month.
