
Rochester Man Accused of Fleeing Traffic Stop at High Speed
Rochester, MN (KROC-AM News)- A Rochester man has been charged for fleeing a traffic stop.

The criminal complaint, filed in Olmsted County Court on Friday, alleges he was traveling as fast as double the speed limit in an attempt to evade the Rochester police officer.
The fleeing incident occurred shortly before 10:30 Thursday night.

34-year-old Justin Wayne Higgins is charged with one count of felony fleeing.
The court document says an officer attempted to stop Higgins for traveling 40-45 mph in the 30 mph zone at the intersection of Civic Center Dr. and West Silver Lake Dr. NE.
Higgins was traveling north and ran a red light at the West Silver Lake Dr. and 7th St. NE intersection, the complaint says. The officer activated his squad car’s lights and siren as Higgins continued north.
Higgins turned onto westbound 10th St. NE and accelerated to a high rate of speed and killed the lights on his vehicle before making a right turn onto northbound North Broadway Ave, the court document says.

The officer estimated Higgins to be traveling 50-60 mph in the 30 mph speed zone on North Broadway and decided to no longer follow the vehicle, the complaint says.
Moments later a different officer spotted Higgins in the area of North Broadway and Elton Hills Dr. The officer followed the vehicle onto 37th St. and eventually to northbound East River Rd.
Officers conducted a traffic stop and took Higgins into custody, the complaint indicates.
Higgins made his first court appearance on Friday and was released without bail. He’s due back in court next month.
