It's the second year of the Faribault Frostival with dog sleds highlighting this year's event.

Faribault Tourism Director Kelly Nygaard says the family fun takes place January 8, 2022 from 2:00 p.m. to 3:30 p.m.  It is hosted by the City of Faribault Parks and Recreation Department.

The entire family can enjoy dog sled rides, scavenger hunts, ice golf, bocce ball, crafts, horse-drawn wagon rides, Fish Camp, ICE Bulls-eye, Snowball Sling-Shot, JENGA, s'more stations and more.

In more Faribault news Buckham Memorial Library is now fine free.  As of the first of this year you will no longer receive a daily late fine on overdue Faribault library materials.  Additionally all current late fines have been cleared from patrons' accounts.

Fees for lost and damaged items will remain on patrons' accounts and patrons will continue to be charged for lost and damaged items.

Patrons will be billed and their accounts blocked when items are 50 days overdue.  This will be resolved as soon as the item(s) are returned to the library.

You are still responsible for returning library materials.  The library does want all items back.  Library users will still receive reminders when a due date approaches and when it has passed.

Buckham Library officials say eliminating the fines for late return of materials removes barriers and improves access to the library for everyone, especially for those living in poverty.

Studies have shown small fines do not have any impact on return rates.  Instead, in many cases, people simply stop going to the library.

That's according to "Removing Barriers to Access," a Colorado State Library whitepaper:

"The scant research on the impact of library fines and fees does not indicate a clear benefit to administering these policies and may be costly to enforce."

According to information shared by the Faribault Public Library, "libraries across the nation are reporting money collected from late fines has gone down steadily over the past decade.

Revenue from late fines has declined in Faribault from $27,294 in 2011 to $3,652 in 2020.

Buckham Memorial Library in Faribault is open Monday through Thursday 9:00 a.m. to 8:00 p.m. Friday and Saturday 6:00 a.m. to 5:00 p.m.  It is closed on Sundays and federal holidays.
