The Rice County Board of Commissioners Wednesday night joined the City Councils from Faribault and Northfield in declaring a State of Emergency due to experienced and anticipated future flooding.  County Emergency Management Director Jennifer Hauer went before the board requesting the designation saying they are more prepared now than they were during the 2010 flooding and if the rains don't stop the flooding could be every bit as bad.  Schmitz noted some road closures in the County and added Highway 3 at County Road 29 is on the verge with the river overflowing it's banks.
