Rice County Sheriff Jesse Thomas released details about a alleged kidnapping in Mankato that ended in a standoff on I-35 in north Rice County near Highway 19 interchange northbound.

Sgt. Paul LaRoche provided the following description of the incident.

On 12/6/2022 at approximately 2315 hours (11:15 p.m.), the Rice County Sheriff’s Office received information from the Mankato Department of Public Safety regarding a Kidnapping. The suspect, a 33-year old female, reportedly had taken her biological juvenile son from a foster home in Mankato. Officers were advised the suspect’s parental rights were terminated some time prior to this incident and that the suspect had outstanding arrest warrants.

The suspect vehicle was believed to be traveling on Interstate 35 in Rice County.  Local law enforcement agencies began looking for the reported suspect vehicle on Interstate 35.   The vehicle was located a short time later by Lonsdale Officers traveling northbound on Interstate 35 near Highway 19.  Multiple agencies, including the Rice County Sheriff’s Office, assisted with a high-risk stop of the vehicle on Interstate 35 northbound near the Rice/Scott county line at approximately 2334 (11:34 p.m.) hours.

The driver would not comply with commands from officers to exit the vehicle.  Attempts to negotiate with the suspect took place via phone for over an hour.  Northbound traffic on Interstate 35 was shut down during this time to avoid any traffic hazards while law enforcement was on scene.  At 0128 (1:28 a.m.) hours, the female suspect was taken into custody without incident and later transported to the Blue Earth County Jail.  The juvenile was located safe in the vehicle and was transported from the scene by law enforcement.  The juvenile was later returned to protective custody.

Law Enforcement and Involved agencies demonstrated teamwork and compassion throughout this incident.  They also displayed patience and great tactics to safely resolve this incident.

The Rice County Sheriff’s Office was assisted by the following agencies:  Lonsdale PD, Minnesota State Patrol, Dakota County SO, Scott County SO, Lakeville PD, Apple Valley, PD, South Metro Swat Team, and Rice County Dispatchers.

Blue Earth County officials allege a 33-year-old woman was arrested for kidnapping her juvenile son.

At 10:26 p.m., Tuesday, December 6, 2022  Xia-Ziang Conchita Plunkett entered a Mankato residence on 6th street and took her biological son.

Plunkett has no parental rights to the child.

Approximately an hour later, her vehicle was stopped by law enforcement on I-35, near the county line for Rice and Scott counties.

Blue Earth County states the investigation continues.
