New Hands-Free-Cell-Phone Law Would Make Driving More Dangerous?

Will the proposed state law to keep cell phones out of our hands when driving actually increase distracted driving? That's what Jeremy Munson, a Minnesota House Representative from Lake Crystal says.

In an opinion piece in the Star Tribune, he said,

Contrary to what you have been told or read, the proposed “hands free” bill in the state Legislature right now will, if enacted, encourage even more deadly driving behavior — rather than discourage it. I believe more Minnesotans will die if this dangerous bill becomes law.

Later in the piece, he mentions more deaths after such regulation in Britain. Is it true? I  couldn't find any such info. However, I did find one that said, even with a hands-free kit, drivers texting via voice were four times more likely to be in an accident.

That sounds like an important statistic, but I don't know if that's on par with eating a burger, setting all the radio presets to Y-105FM, etc.

Here's the thing, I think it is OK to be against this law. After all, we already have distracted driving laws on the books. Does it need to be spelled out that that includes cell phones? Doing Instagram on your car's console? Eating Chinese food, fast food, AND a bag of chips? If so, update the law. What do you think?
