The closure is to accommodate construction of a roundabout. Crews were supposed to have finished the project last year.
The Rochester Department of Public Works says the project’s completion was delayed due to, “unanticipated soil conditions challenged some of the utility installation this summer and delayed the project.”

Work to Resume April 6 on Roundabout Project Near Olmsted Medical Center & RCTC Heintz Center
Work on installing a roundabout at the intersection of 4th St. and 19th Ave. SE, near Olmsted Medical Center Hospital and the RCTC Heintz Center, is scheduled to resume on Monday, April 6.
The intersection was open during the winter months. Crews installed temporary pavement to allow the intersection to function as a four-way stop.
Detour Will Be in Place
The detour that was in place during the construction from July through November of last year will also resume when the work restarts.
Motorists will be directed from 15th Avenue Southeast to Highway 14 and then to East Circle Drive before reconnecting to 4th Street or College View Road.
City officials indicate the project is scheduled to be finished by late May.
