Traffic Simulators Show How ‘Reduced Conflict Intersections’ Will Work Between Byron and Rochester

Rochester, MN (KROC-AM News) - Reduced Conflict Intersections are proposed to be constructed on Highway 14 at the intersections of Olmsted County Road 3 and 44 between Byron and Rochester, and traffic simulations are now available for motorists to see how they will work.

Reduced Conflict Intersections (RCIs) are intersections that decrease fatalities and injuries caused by right-angle, broadside crashes on four-lane divided highways. RCIs are sometimes referred to as J-turns or RCUTs in some other parts of the country.

According to the Minnesota Department of Transportation, the traffic simulations are available for everyone to see on the Highway 14 project website that demonstrates how the Reduced Conflict Intersections will work.

The traffic simulations are based on peak travel times and showcase a variety of vehicles including large trucks and farm machinery.

“The project team has had good discussions with businesses and community members about the proposed RCIs and have received valuable feedback,” said Tom Austin, MnDOT project manager. “We are hoping these simulations help the community better understand how they will work and lessen any concerns there may be.”

A Frequently Asked Question section has been added to the project website that includes information on how the decision to install the two RCIs was reached.

MnDOT added in their news release:

"MnDOT, in partnership with Olmsted County, City of Byron, City of Rochester and other local partners have evaluated three intersections in the Hwy 14 corridor for safety improvements between Rochester and Byron. The partners worked together to recommend a RCI at the intersection with Olmsted County Road 3 and a modified RCI at Olmsted County Road 44. In addition, the 7th St. NW intersection median is recommended to be closed."
