Second half of Market Facilitation Program payment

In November Secretary of Agriculture Perdue said there will be an announcement in December that the second half of the Market Facilitation will be made but there has been no announcement yet.

County FSA offices have not gotten the "official" notice but it seems pretty certain farmers will get the second half of the Market Facilitation Program Payment.
