Rochester to Use Collections to Recover $870K in Unpaid Fines
Rochester, MN (KROC-AM News) - If you have an unpaid parking ticket issued by the City of Rochester you can expect a call from a collection service company.
The City of Rochester has announced that California-based Collection Bureau of America has been hired to perform collection services to recover unpaid the parking citation fines that are more than 30 days past due dating back to the beginning of 2018. Going forward, the same company will be used to collect unpaid parking fines after 45 days of delinquency.
A news release says, in coming days, notices will be mailed to the registered owners of vehicles was unpaid parking tickets notifying that they have unpaid parking tickets that will be sent to collections. Anyone receiving a notice will have until the end of the year to pay the fines and any associated fees to avoid being referred to collections.
The news release also states that residents can visit https://rochestermn.citationportal.com/ at any time to confirm whether any unpaid parking tickets are associated with their vehicle. Parking tickets, including those past due, can be paid in the following ways:

- 24 hours per day, 365 days per year (Visa, MasterCard or Discover)
- Over the phone by calling 855-807-2006.
- 24 hours per day, 365 days per year (Visa, MasterCard or Discover)
- By mail or dropbox: City of Rochester, 201 4 Street SE, Room 135, Rochester, MN 55904
- Do not mail cash.
- Check or money order made payable to the City of Rochester and should include the Citation Number and the license plate number.
It's estimated the city is owed about $870,000 in unpaid parking fines dating back to January 1, 2018.

The Rochester City Council earlier authorized the change in practices after state law was changed to prohibit the towing of cars or other vehicles in order to collect unpaid parking ticket fines.
